Þessi lög kveða á um skipun sérstakrar rannsóknarnefndar til að endurskoða starfshætti lögreglunnar og dómstóla í Guðmundar- og Geirfinnsmálunum. Nefndin á að fara yfir hvort rétt var staðið að rannsókn og meðferð þessara frægu sakamála.
