Þessi lög heimila og skipuleggja byggingu nýs þjóðarsjúkrahúss á Keldum til að bæta heilbrigðisþjónustu landsins. Lögin hafa áhrif á alla Íslendinga sem munu njóta betri sjúkrahúsþjónustu og íbúa á höfuðborgarsvæðinu sem verða fyrir byggingartruflun.
