Þessi lög gera breytingar á ýmsum lögum sem snúa að fiskveiðistjórn á Íslandi. Lögin hafa áhrif á fiskveiðiiðnaðinn, stjórnvöld sem sjá um fiskveiðistjórn og hugsanlega alla sem stunda fiskveiðar í íslenskri lögsögu.
