Þessi lög gera það auðveldara fyrir sérfræðinga frá löndum utan Evrópska efnahagssvæðisins að fá vinnu á Íslandi. Lögin hafa áhrif á erlenda starfsmenn og íslenska vinnuveitendur sem vilja ráða þá.
