Þessi lög fjalla um samningsviðauka nr. 16 við Mannréttindasáttmála Evrópu sem bætir við vernd mannréttinda og takmarkar mismunun. Lögin hafa áhrif á alla einstaklinga og stofnanir á Íslandi sem þurfa að fylgja ákvæðum Mannréttindasáttmálans.
