Þessi lög banna hatursorðræðu og kynþáttahatur og setja refsingar fyrir þá sem stunda slíka hegðun. Lögin eiga við um alla einstaklinga og stofnanir á Íslandi sem beita mismunun eða hatur gegn fólki á grundvelli kynþáttar, þjóðernis eða annarra eiginleika.
