Þessi lög banna hatursorðræðu og kynþáttahatur og setja refsingar fyrir þá sem nota slíkt mál eða hegðun gegn fólki vegna kynþáttar, trúarbragða eða annarra eiginleika. Lögin hafa áhrif á alla einstaklinga og stofnanir á Íslandi og veita vernd fyrir brotaþola slíkrar mismununar.
