Þessi lög banna hatursorðræðu og kynþáttahatur og setja refsingar fyrir þá sem brjóta gegn þessum reglum. Lögin eiga við um alla einstaklinga og stofnanir á Íslandi sem beita mismunun eða hatursorðræðu á grundvelli kynþáttar eða uppruna.
