Þessi lög kveða á um að lýðheilsumat verði innleitt í íslenska löggjöf til að meta áhrif stefnumála og reglugerða á heilsu þjóðarinnar. Lögin hafa áhrif á alla sem taka þátt í lagasetningarferlinu og stefnumótun hjá stjórnvöldum.
