Lögin setja ramma um starfsemi sviðslista á Íslandi, þar með talið leiklist, dans, óperu og brúðuleik. Þau kveða á um hlutverk og stjórn Þjóðleikhússins, sem á að efla íslenska leikritun, flytja íslensk og erlend leikverk og stuðla að nýsköpun í sviðslistum. Þjóðleikhússtjóri er skipaður til fimm ára í senn og stýrir listrænum málum leikhússins, en þjóðleikhúsráð með fimm fulltrúum starfar sem stjórnarnefnd. Lögin hafa áhrif á rekstrarform og stjórnarhætti Þjóðleikhússins og skipta máli fyrir alla sem starfa við sviðslistir á Íslandi.
