Lögin setja ströng skilyrði fyrir æðstu embættismenn í Stjórnarráðinu – ráðherra, ráðuneytisstjóra, skrifstofustjóra, sendiherra og aðstoðarmenn ráðherra – til að koma í veg fyrir hagsmunaárekstra. Þeir verða að skrá allar eignir sínar, skuldir og ábyrgðir, auk sömu upplýsinga um maka og ólögráða börn, og tilkynna um allar gjafir yfir 50.000 kr. Störfin teljast full störf og óheimilt er að sinna aukastörfum nema með undanþágu fyrir mannúðarstörf, kennslu, rannsóknir eða listsköpun. Markmiðið er að tryggja að þessir embættismenn starfi án óviðeigandi utanaðkomandi áhrifa eða hagsmuna.
This law establishes strict requirements for top officials in the Icelandic Prime Minister's Office – ministers, permanent secretaries, directors, ambassadors, and ministerial assistants – to prevent conflicts of interest. They must register all their assets, debts, and guarantees, including those of their spouse and dependent children, and report all gifts over 50,000 ISK. Their positions are considered full-time and they are prohibited from taking on additional work unless granted an exemption for humanitarian, teaching, research, or artistic activities. The goal is to ensure these officials work without undue external influences or competing interests.
