Lögin kveða á um félagslegan viðbótarstuðning fyrir aldraða 67 ára og eldri sem búsettir eru hér á landi en eiga engin eða takmörkuð lífeyrisréttindi. Hámarksfjárhæð mánaðarlegs stuðnings nemur 90% af fullum ellilífeyri, og einhleypir sem búa einir geta einnig fengið 90% af heimilisuppbót. Sækja verður um og taka út öll önnur réttindi fyrst, og allar tekjur koma til frádráttar stuðningnum að undanskildu 25.000 kr. frítekjumarki á mánuði. Erlendum ríkisborgurum er heimill stuðningurinn ef þeir hafa ótímabundið dvalarleyfi eða hafa búið hér samfellt í tvö ár við sérstakar aðstæður.
This law establishes social supplementary support for elderly people aged 67 and older who are residents of Iceland but have no or limited pension rights. The maximum monthly support amount is 90% of the full old-age pension, and single people living alone can also receive 90% of the household supplement. Applicants must first apply for and exhaust all other benefits they are entitled to, and all income is deducted from the support except for a 25,000 ISK monthly income allowance. Foreign citizens are eligible if they have permanent residence permits or have lived continuously in Iceland for two years under special circumstances.
