Lögin breyta reglum um skipun embættismanna í utanríkisþjónustunni. Helstu breytingar eru að embættismenn í 1. flokki eru nú skipaðir til fimm ára í senn og að ráðherra getur skipað sendiherra tímabundið í allt að fimm ár til að sinna tilteknum verkefnum eða leiða tiltekna sendiskrifstofu. Sendiherranafnbót verður aðeins tímabundin meðan viðkomandi gegnir hlutverki forstöðumanns sendiskrifstofu. Lögin skýra einnig betur skipulag utanríkisþjónustunnar og hvernig staðsetningar sendiskrifstofa eru ákveðnar í samráði við utanríkismálanefnd Alþingis.
This law changes the rules for appointing officials in Iceland's Foreign Service. The main changes are that officials in the 1st class are now appointed for five-year terms and that the minister can appoint ambassadors temporarily for up to five years to handle specific tasks or lead a specific mission. The title of ambassador becomes temporary, only while serving as head of a mission. The law also clarifies the structure of the Foreign Service and how mission locations are determined in consultation with the parliamentary foreign affairs committee.
