Skipalögin setja reglur um skráningu, öryggi og eftirlit með skipum á Íslandi. Lögin kveða á um að Samgöngustofa haldi skipaskrá yfir öll íslensk skip og framkvæmi eftirlit með skipum, bæði íslenskum og erlendum sem eru í íslenskri lögsögu. Lögin skilgreina mismunandi tegundir skipa eins og farþegaskip og fiskiskip, og setja kröfur um öryggisstaðla, mengunarvarnir og skírteini fyrir skip.
