Lögin setja reglur um íslenska hluta Schengen-upplýsingakerfisins, sem er rafrænt gagnasafn tengt sameiginlegu upplýsingakerfi Schengen-ríkjanna. Kerfið geymir upplýsingar um einstaklinga sem leitað er að eða þurfa að sæta eftirliti, þ.m.t. fingrafaragögn, andlitsmyndir og DNA-snið. Lögin hafa áhrif á útlendinga sem eru með brottvísun, endurkomubann eða dvalarleyfi, og einnig á íslensk yfirvöld sem nota kerfið í löggæslu- og landamæraeftirlitsstarfi. Lögin skilgreina hugtök eins og brottvísun, frávísun, endurkomubann og hvers konar persónugreinandi gögn má skrá í kerfið.
