Lögin staðfesta opinberlega fjárhagsskýrslu íslenska ríkisins fyrir árið 2019, í samræmi við lög um opinber fjármál. Ríkisendurskoðandi hefur staðfest að rekstur ríkissjóðs hafi gengið vel á árinu og fjárhagsstaða ríkisins sé traust. Þetta er þriðja ríkisreikningurinn sem gerður er samkvæmt nýjum alþjóðlegum reikningsskilastöðlum (IPSAS), þótt innleiðing sumra staðla hafi fengið tímabundna frestun vegna umfangs verkefnisins. Lögin hafa áhrif á opinber fjármál og gagnsæi í rekstri ríkisins gagnvart almenningi og Alþingi.
This law formally approves Iceland's state accounts (financial statements) for the year 2019, in accordance with public finance legislation. The national auditor has confirmed that the state treasury's operations went well during 2019 and that the state's financial position was sound. This is the third annual report prepared under new international accounting standards (IPSAS), though implementation of some standards has been temporarily postponed due to the complexity of the project.
