Lögin setja skipagjald sem árlegan skatt sem eigendur skipa á aðalskipaskrá greiða í ríkissjóð. Gjaldið er mismunandi eftir lengd skips, frá 10.940 kr. fyrir skip undir 8 metra upp í 189.700 kr. fyrir skip yfir 60 metra. Samgöngustofa annast álagningu og innheimtumenn ríkissjóðs sjá um innheimtu, með gjalddaga 1. apríl og eindaga 15. maí ár hvert. Lögin flytja skipagjaldsákvæðin úr lögum um eftirlit með skipum í sérstök lög um skipagjald.
