Lögin breyta skipulagi rannsókna á skattalagabrotum með því að færa skattrannsóknarstjóra undir stjórn ríkisskattstjóra í stað þess að vera sjálfstætt embætti. Þau taka á vandamálinu við tvöfalda refsingu þar sem áður gat verið lagt álag og gefin út sakadómur fyrir sama brotið. Nú er óheimilt að leggja á álag meðan mál er til rannsóknar hjá lögreglu eða saksókn, og ef mál er sent til lögreglu skal það sent aftur til ríkisskattstjóra til álags ef ekki kemur til ákæru. Lögin hafa áhrif á alla sem gruna má um skattsvik eða bókhaldsbrot, og á samskipti Skattsins, lögreglu og ákæruvalds í slíkum málum.
This law reorganizes the investigation of tax offenses by placing the Director of Tax Investigations under the authority of the Directorate of Internal Revenue instead of operating as an independent office. It addresses the problem of double punishment where previously both administrative penalties and criminal convictions could be imposed for the same offense. Administrative penalties are now prohibited while a case is under police investigation or prosecution, and if a case is referred to police but not prosecuted, it returns to the tax authority for administrative penalties.
