Þessi lög stofna Fjarskiptastofu sem sjálfstæða stofnun sem hefur eftirlit með fjarskiptum og netöryggi á Íslandi. Stofnunin hefur umsjón með framkvæmd fjarskiptalaga, netöryggismála, íslenskum landshöfuðlénum og háhraðafjarskiptanetum. Hún skal stuðla að samkeppni á fjarskiptamarkaði, vernda réttindi notenda og tryggja örugga og hagkvæma fjarskiptaþjónustu um allt land. Lögin setja reglur um skipan forstjóra og starfsmanna og kveða á um að þeir megi ekki vera í hagsmunatengslum við þá aðila sem þeir hafa eftirlit með.
