Lögin skilgreina réttarstöðu þjóðkirkjunnar sem evangelískt lúterskt trúfélag og setja ramma um skipulag hennar og störf. Þjóðkirkjunni ber að halda úti vígðri þjónustu um allt land og tryggja að allir landsmenn geti átt kost á henni. Kirkjuþing fær æðsta vald í málefnum kirkjunnar og er kosið til þess á fjögurra ára fresti með leynilegri kosningu, þar sem leikmenn skulu vera fleiri en vígðir. Lögin setja einnig reglur um söfnuði, sóknir og önnur grundvallaratriði í starfsemi þjóðkirkjunnar.
