Lögin breyta skipulagi barnaverndar á Íslandi með því að færa ábyrgð og ákvarðanavald frá barnaverndarnefndum til barnaverndarþjónustu sveitarfélaga og nýrra umdæmisráða barnaverndar. Þau styrkja rétt barna til að taka þátt í eigin málum og fá upplýsingar á barnvænan hátt, þar sem tekið skal tillit til skoðana barns eftir aldri og þroska. Lögin leggja einnig áherslu á að barnaverndarþjónusta eigi að vinna betur með annarri þjónustu fyrir börn til að auka samþættingu. Þessar breytingar hafa áhrif á öll börn sem fara í gegnum barnaverndarkerfið, foreldra þeirra og fagfólk sem starfar við barnavernd.
