Lögin breyta almennum hegningarlögum til að víkka vernd gegn hatursbrotum og mismunun. Nú verður tekið tillit til fleiri þátta við mat á refsingum, þar á meðal kynhneigðar, kynvitundar, fötlunar og kyneinkenna, auk þjóðernisuppruna og trúarbragða. Lögin herða einnig refsingar vegna barnaníðsefnis á netinu, þannig að nú er refsivert að skoða slíkt efni á netinu, ekki aðeins að dreifa því eða hafa í vörslum. Jafnframt eru teknar til refsiþyngingar ef brot er framið í nærveru barns yngra en 15 ára.
This law amends Iceland's General Penal Code to strengthen protections against hate crimes and discrimination. It expands the factors considered when determining penalties to include sexual orientation, gender identity, disability, and sex characteristics, in addition to national origin and religion. The law also toughens penalties related to child sexual abuse material by making it a criminal offense to view such content online, not just to distribute or possess it. Additionally, committing an offense in the presence of a child under 15 years old can now result in a harsher sentence.
