Þessi lög flytja ábyrgð á fasteignaskrá landsins frá Þjóðskrá Íslands til Húsnæðis- og mannvirkjastofnunar. Breytingin felur í sér að öll verkefni tengd skráningu, mati og umsjón fasteigna, þar með talið gjaldtaka fyrir aðgang að fasteignagögnum, færist til Húsnæðis- og mannvirkjastofnunar. Lögin hafa áhrif á sveitarfélög, vátryggingafélög og aðra aðila sem nota fasteignaskrá og fasteignamat, þar sem gjaldskrá og þjónusta er nú í höndum annarrar stofnunar. Þjóðskrá Íslands einbeitir sér eftir þetta að skráningu einstaklinga og lögaðila en sér ekki lengur um fasteignir.
This law transfers responsibility for Iceland's real property register from the National Registry (Þjóðskrá Íslands) to the Housing and Construction Authority (Húsnæðis- og mannvirkjastofnun).
