Lögin samræma gjaldtökuheimildir Matvælastofnunar fyrir opinbert eftirlit á nokkrum sviðum. Þau breyta eldri lögum um plöntuvarnir, innflutning dýra og dýrasjúkdóma þannig að Matvælastofnun má innheimta gjöld fyrir eftirlit, umsýslu og skjalaskoðun sem standast raunkostnað starfsmanna, búnaðar og rannsókna. Gjaldskráin skal taka tillit til tegundar fyrirtækis, áhættuþátta, stærðar fyrirtækis og landfræðilegra aðstæðna. Lögin krefjast þess að Matvælastofnun afli umsagnar hagsmunasamtaka með að minnsta kosti eins mánaðar fyrirvara áður en ný gjaldskrá er sett.
This law harmonizes the fee collection authority of the Icelandic Food and Veterinary Authority (Matvælastofnun) for official inspections across several areas. It amends older laws on plant protection, animal imports, and animal diseases so that the Authority may charge fees for inspections, administration, and document reviews that cover actual costs including staff salaries, equipment, and laboratory testing. The fee schedule must take into account the type of business, risk factors, company size, and geographical constraints. The law requires the Authority to obtain input from relevant industry associations with at least one month's notice before implementing new fee schedules.
