Lögin breyta reglum um stjórn fiskveiða til að koma í veg fyrir ofveiði á íslenskum deilistofnum botnfisks. Tegundum sem Ísland deilir með öðrum löndum er ekki lengur heimilt að flytja yfir í aflamark annarra tegunda (tegundatilfærsla), en slíkur sveigjanleiki helst áfram fyrir aðrar tegundir. Lögin setja einnig skýrar reglur um hversu stór hluti aflamarks má flytjast milli ára (allt að 15% fyrir flestar botnfisktegundir) og hversu mikið má veiða umfram aflamark (5% fyrir flestar botnfisktegundir), sem dregst síðan frá næsta árs kvóta. Lögin tóku gildi 1. september 2023 og hafa áhrif á alla útgerðarmenn og sjómenn sem stunda fiskveiðar.
This law amends fisheries management rules to prevent overfishing of shared demersal fish stocks that Iceland manages jointly with other countries. Species transfers (where catch from one species can count against quota for another) are no longer permitted for shared stocks with other nations, though this flexibility remains for other species. The law also establishes clear rules on how much quota can be transferred between fishing years (up to 15% for most demersal species) and how much may be caught above quota limits (5% for most demersal species), which is then deducted from the following year's allocation. The law took effect September 1, 2023, and affects all fishing vessel operators and crew engaged in commercial fishing.
