Lögin innleiða nýjar reglur frá Evrópska efnahagssvæðinu um hafnir sem eru hluti af samevrópska flutningakerfinu. Hafnir verða skyldaðar til að hafa samráð við notendur um gjaldtökustefnu og veita þeim tveggja mánaða fyrirvara áður en gjöld breytast. Hafnir fá heimild til að nota umhverfismiðaða gjaldtöku, þar sem skip geta fengið afslátt eða álag (allt að 75%) eftir umhverfisframmistöðu sinni, orkunýtni og kolefnisnýtni. Notendur hafna fá jafnframt rétt til að krefjast upplýsinga um kostnað og sundurliðun gjalda.
This law implements new European Economic Area regulations for Icelandic ports that are part of the trans-European transport network. Ports are required to consult with users about their fee policies and provide at least two months' notice before fee changes take effect. Ports are authorized to introduce environmental pricing, where ships can receive discounts or surcharges (up to 75%) based on their environmental performance, energy efficiency, and carbon efficiency. Port users also gain the right to request information about costs and detailed fee breakdowns.
