Lögin breyta reglum um ökutækjaleigu þannig að fyrirtæki þurfa ekki lengur að hafa fasta starfsstöð heldur nægir að hafa geymslustaði fyrir bílana. Ökutækjaleigur geta nú haft geymslustaði í fleiri en einu sveitarfélagi ef þær tilkynna Samgöngustofu og fá jákvæða umsögn sveitarstjórnar. Leyfisbréf þarf ekki lengur að vera sýnilegt á skrifstofum heldur nægir að hafa þau aðgengileg á vefsíðu eða framvísa leigutökum með öðrum hætti. Breytingarnar einfaldaða regluverkið og gera kleift að reka ökutækjaleigu á sveigjanlegri hátt án fastrar starfsstöðvar.
