Lögin flytja ábyrgð á innheimtu meðlaga frá Innheimtustofnun sveitarfélaga (IHS) til sýslumanns. Sýslumaður tekur nú við innheimtu meðlaga og annarra framfærsluframlaga sem hið opinbera hefur milligöngu um, þar á meðal samkvæmt lögum um almannatryggingar og alþjóðlegum samningum. IHS heldur áfram að vera til en með mun takmarkaðri hlutverk, aðeins fyrir þau innheimtuverkefni sem ekki eru falin sýslumanni. Meðlagsskyldum foreldrum ber nú að greiða til sýslumanns í stað IHS, og sýslumaður getur haldið eftir launum ef ekki er greitt.
This law transfers responsibility for collecting child support payments from the Municipal Collection Agency (IHS) to the district commissioner (sýslumaður). The district commissioner now handles collection of child support and other maintenance payments that the state mediates, including under social security laws and international agreements. IHS continues to exist but with a much more limited role, only for collection tasks not assigned to the district commissioner. Parents obligated to pay child support must now pay the district commissioner instead of IHS, and the district commissioner can withhold wages if payments are not made.
