Lögin setja reglur um eftirlit með útflutningi á vopnum, efnavopnum, klasasprengjum og hlutum sem nota má bæði í hernaðarlegum og borgaralegum tilgangi (tvíþætt notagildi). Löggjöfin bannar tiltekin vopn í samræmi við alþjóðlega samninga og krefst leyfis fyrir útflutningi á hlutum sem nota mætti til hryðjuverka eða bælingar. Lögin ná til íslenskra ríkisborgara og fyrirtækja, jafnvel þegar þau starfa erlendis, og íslenskir ríkisborgarar bera refsiábyrgð þótt brotið sé ekki refsivert í því landi þar sem það var framið. Markmið laganna er að auka alþjóðlegt öryggi, virða mannréttindi og uppfylla alþjóðlegar skuldbindingar Íslands varðandi afvopnun.
This law regulates the export of weapons, chemical weapons, cluster munitions, and items with dual-use capabilities (items that can be used for both civilian and military purposes). It prohibits certain weapons in accordance with international agreements and requires permits for exporting items that could be used for terrorism or domestic repression. The law applies to Icelandic citizens and companies even when operating abroad, and Icelandic citizens can be held criminally liable even if the act is not illegal in the country where it was committed. The law aims to enhance international security, respect human rights, and fulfill Iceland's international obligations regarding disarmament.
