Lögin gera þrjár meginbreytingar á lögum um póstþjónustu. Í fyrsta lagi færist eftirlit með póstþjónustu frá Póst- og fjarskiptastofnun yfir til Byggðastofnunar. Í öðru lagi fá almennir póstþjónustuveitendur nú skýra heimild til að setja upp sameiginlega bréfakassasamstæður fyrir móttakendur póstsendinga á höfuðborgarsvæðinu og í öðru þéttbýli. Þá er lögum bætt við til að innleiða tvær reglugerðir Evrópusambandsins um bögglaútburðarþjónustu yfir landamæri, sem voru teknar upp í EES-samninginn árið 2021.
This law makes three main changes to Iceland's postal services legislation. First, regulatory oversight of postal services is transferred from the Post and Telecom Administration to the Regional Development Agency (Byggðastofnun). Second, universal postal service providers are now explicitly authorized to install shared mailbox facilities for postal recipients in the capital region and other urban areas. Finally, the law implements two European Union regulations concerning cross-border parcel delivery services, which were incorporated into the EEA Agreement in 2021.
