Lögin stofna Mannréttindastofnun Íslands sem sjálfstæða stofnun á vegum Alþingis sem hefur það hlutverk að efla og vernda mannréttindi á Íslandi. Stofnunin veitir ráðgjöf um mannréttindamál, hefur eftirlit með framkvæmd mannréttindasamninga, og getur bent á hugsanleg mannréttindabrot og lagt til úrbætur, en tekur ekki ákvarðanir í einstökum málum. Stofnunin hefur sérstakt eftirlit með réttindum fatlaðs fólks og sinnir réttindagæslu fyrir þá hóp. Alþingi kýs fimm manna stjórn stofnunarinnar til fjögurra ára, en daglegum rekstri stýrir framkvæmdastjóri sem skipaður er til fimm ára.
This law establishes the Icelandic Human Rights Centre as an independent institution operating under the Icelandic Parliament with the role of promoting and protecting human rights in Iceland. The Centre provides advice on human rights issues, monitors compliance with human rights agreements, and can highlight potential human rights violations and propose improvements, but does not make decisions in individual cases. The Centre has special oversight of the rights of persons with disabilities and provides rights protection for that group. Parliament elects a five-member board for four-year terms, while daily operations are managed by a director appointed for five years.
