Lögin gera ráðherra kleift að veita tímabundin leyfi til að prófa nýjan vinnslu- og veiðarfærabúnað í fiskveiðilandhelgi Íslands. Þetta á við um skip sem venjulega hafa ekki veiðileyfi, til dæmis erlend skip eða íslensk skip sem verið er að selja til annarra landa, ef búnaðurinn hefur verið settur upp hér á landi. Allar prófanir fara fram undir eftirliti Fiskistofu og ef fiskveiðist við prófanir skal hann vera óverulegur og andvirðið rennur til sérstaks sjóðs. Þetta styður íslenska þjónustuaðila sem setja upp vinnslu- og veiðarfærabúnað á skip.
This law allows the minister to grant temporary permits to test new fish processing and fishing gear equipment in Iceland's fishing zone. This applies to vessels that normally do not have fishing licenses, such as foreign vessels or Icelandic vessels being sold to other countries, if the equipment has been installed in Iceland. All testing takes place under the supervision of the Directorate of Fisheries, and any catch during testing must be minimal with proceeds going to a special fund. The law supports Icelandic service providers who install processing and fishing equipment on vessels.
