Lögin breyta reglum um meðhöndlun aukaafurða úr dýrum sem ekki eru ætlaðar til manneldis, svo sem skrokkleifum og öðrum afurðum frá sláturdýrum og sjávarafla. Fyrirtæki sem vinna, geyma eða flytja slíkar aukaafurðir verða að tilkynna starfsemina til Matvælastofnunar eða sækja um starfsleyfi, og vinnslu- og geymslustöðvar þurfa alltaf starfsleyfi. Matvælastofnun fær heimild til að innheimta gjöld fyrir eftirlit sitt og getur stöðvað starfsemi, lagt á dagsektir eða afturkallað leyfi ef reglum er ekki fylgt. Lögin innleiða EES-reglur um heilbrigðiseftirlit með aukaafurðum úr dýrum.
This law changes rules on handling animal by-products not intended for human consumption, such as carcass remains and other materials from slaughtered animals and seafood processing. Businesses that process, store, or transport such by-products must notify the Icelandic Food and Veterinary Authority or obtain an operating license, with processing and storage facilities always requiring a license. The Authority gains power to charge fees for its oversight and can halt operations, impose daily fines, or revoke licenses if rules are not followed. The law implements EEA regulations on health supervision of animal by-products.
