Lögin breyta reglum um hvernig ríkissjóður endurgreiðir sveitarfélögum kostnað vegna barnaverndarþjónustu við tiltekin börn. Áður var það valkvætt fyrir ríkissjóð að endurgreiða kostnað vegna barna án fastrar búsetu og fylgdarlausra barna með alþjóðlega vernd, en nú er ríkissjóður skyldugur til að endurgreiða þennan kostnað. Breytingin er gerð vegna aukinnar fjölgunar fylgdarlausra barna og flóttafólks sem kemur til Íslands og þarfnast barnaverndarþjónustu. Ráðherra fær heimild til að setja reglugerð um þjónustuna og endurgreiðslurnar.
This law changes the rules for how the state treasury reimburses municipalities for the cost of child protection services for certain children. Previously, it was optional for the state to reimburse costs related to children without permanent residence and unaccompanied children with international protection, but now the state is required to reimburse these costs. The change is made due to an increasing number of unaccompanied children and refugees coming to Iceland who need child protection services. The minister is authorized to issue regulations about the services and reimbursements.
