Lögin veita Seðlabanka Íslands auknar heimildir til að setja reglur um rekstraröryggi greiðslumiðlunar á Íslandi, með samþykki fjármálastöðugleikanefndar. Bankinn getur nú mælt fyrir um skipulag innviða fyrir rafræna greiðslumiðlun, netöryggi, aðgang að kerfum og skyldu lánastofnana til þátttöku. Lögin voru sett vegna áhyggna af því að greiðslumiðlun á Íslandi sé of háð fáum erlendum aðilum og vegna aukinnar ógnar frá netárásum og óstöðugleika í heiminum. Breytingarnar eiga að styrkja viðnámsþrótt fjármálakerfisins og þjóðaröryggi.
The law grants the Central Bank of Iceland expanded powers to set rules on operational security of payment services, with approval from the financial stability committee. The Bank can now regulate the infrastructure for electronic payments, cybersecurity, access to systems, and require credit institutions to participate. The law was enacted due to concerns that Iceland's payment systems are too dependent on a few foreign providers and because of increased threats from cyberattacks and global instability. The changes aim to strengthen the resilience of the financial system and national security.
