Lögin breyta lögum um hollustuhætti og mengunarvarnir varðandi geymslu koldíoxíðs í jörðu á yfirráðasvæði Íslands. Helstu breytingar snúa að skýrari reglum um könnunarleyfi og starfsleyfi til geymslu, kröfum um hreinskilni koldíoxíðsstrauma og fjárhagslegar tryggingar. Lögin setja einnig reglur um aðgang að geymslusvæðum og samstarf yfir landamæri þegar geymslusvæði ná yfir fleiri en eitt ríki.
