Lögin heimila Orkustofnun að innheimta gjöld fyrir útgáfu leyfa og eftirlit á sviði orkumála. Breytingarnar varða raforkulög, lög um nýtingu auðlinda í jörðu, lög um auðlindir hafsbotnsins og vatnalög. Gjöldin mega ekki vera hærri en kostnaður við undirbúning, afgreiðslu og eftirlit, og byggja skal á rekstraráætlun sem ráðherra staðfestir. Þetta hefur áhrif á fyrirtæki og aðila sem þurfa leyfi frá Orkustofnun til að stunda orkustarfsemi eða nýta náttúruauðlindir.
