This law enables specialist doctors to grant a special administrative proxy to up to three individuals on behalf of people aged 16 and older who cannot use electronic identification or health portals themselves, for example due to cognitive, mental, or physical disabilities. The proxy provides limited access to health portals but not direct access to medical records. The doctor must assess the individual's wishes, consult with them and their family or caregivers, and respect their views on who should receive the proxy. The Directorate of Health oversees the issuance and use of these proxies and can revoke them if necessary.
