Lögin bæta úr skipan þjóðleikhúsráðs þannig að það verður sjö manna, þar sem fagfélög innan Sviðslistasambands Íslands tilnefna þrjá fulltrúa, Klassís tilnefnir einn fulltrúa og ráðherra skipar þrjá fulltrúa án tilnefningar. Lögin skapa nýjan sérstakan lagagrundvöll fyrir óperuna sem sjálfstæða einingu innan Þjóðleikhússins, með eigin óperustjóra sem ráðherra skipar til fimm ára í senn. Óperan fær skýrt hlutverk að sviðsetja óperuverk af háum listrænum gæðum, efla íslensk verk og sinna fræðslu- og kynningarstarfi um allt land. Kostnaður af rekstri óperunnar greiðist úr ríkissjóði samkvæmt sérstöku framlagi í fjárlögum.
The law reforms the composition of the National Theatre Council to seven members, where professional associations within the Icelandic Performing Arts Association nominate three members, Klassís (the association of classical singers) nominates one member, and the minister appoints three members without nomination. The law establishes a new legal framework for the opera as an independent unit within the National Theatre, with its own opera director appointed by the minister for five-year terms. The opera is given a clear role to stage high-quality opera works, promote Icelandic works, and conduct educational and promotional activities throughout the country. The cost of operating the opera is paid from the state treasury according to a special appropriation in the national budget.
