Lögin stofna Jöfnunarsjóð sveitarfélaga sem jafnar mun á útgjaldaþörf og skatttekjum milli sveitarfélaga á Íslandi. Sjóðurinn fær tekjur úr ríkissjóði og hluta af útsvarstekjum og úthlutar framlögum til sveitarfélaga eftir sérstökum reglum, meðal annars fyrir grunnskólarekstur og þjónustu við fatlað fólk. Sjóðurinn greiðir einnig bundin framlög til Sambands íslenskra sveitarfélaga og landshlutasamtaka, auk sérstakra framlaga til að styðja við sameiningu sveitarfélaga og sveitarfélög í fjárhagserfiðleikum. Lögin hafa áhrif á öll sveitarfélög landsins og koma í stað eldri löggjafar um jöfnun sveitarfélaga.
This law establishes the Municipal Equalization Fund, which equalizes differences in spending needs and tax revenues between Icelandic municipalities. The fund receives revenues from the state treasury and a portion of municipal income taxes, and distributes grants to municipalities according to specific rules, including for primary school operations and services for people with disabilities. The fund also provides fixed grants to the Association of Icelandic Municipalities and regional associations, as well as special grants to support municipal mergers and municipalities facing financial difficulties. The law affects all municipalities in Iceland and replaces previous legislation on municipal equalization.
