Lögin breyta ábyrgðarskiptingu milli ríkis og sveitarfélaga á uppbyggingu hjúkrunarheimila þannig að ríkið tekur nú að fullu á sig kostnað við byggingu og viðhald hjúkrunarheimila, sjúkrahúsa og heilsugæslustöðva. Sveitarfélög þurfa áfram að leggja til lóðir undir þessi hús án endurgjalds, en geta innheimt gatnagerðargjald fyrir hjúkrunarheimili. Eignarhluti sveitarfélaga í hjúkrunarheimilum sem nú þegar eru í rekstri færist yfir til ríkisins fyrir 1. janúar 2026. Lögin taka gildi 1. júlí 2025 en ná ekki til hjúkrunarheimila sem voru þegar komin í byggingu þegar lögin tóku gildi.
This law changes the division of responsibility between the state and municipalities for the construction of nursing homes, so that the state now fully assumes the cost of building and maintaining nursing homes, hospitals, and health centers. Municipalities must still provide land for these facilities free of charge, but may collect street construction fees for nursing homes. The municipal ownership share in nursing homes already in operation will be transferred to the state by January 1, 2026. The law takes effect July 1, 2025, but does not apply to nursing homes that were already under construction when the law came into force.
