Lögin setja samning Sameinuðu þjóðanna um réttindi fatlaðs fólks í íslenskan lög og veita honum lagagildi á Íslandi. Markmið laganna er að tryggja að fatlað fólk njóti til fulls allra mannréttinda og geti tekið virkan þátt í samfélaginu til jafns við aðra. Samningurinn viðurkennir að fötlun er afleiðing samspils skerðinga og hindrana í umhverfi og viðhorfum samfélagsins, og krefst þess að fatlað fólk njóti allra mannréttinda án mismununar. Lögin hafa áhrif á alla þjónustu og starfsemi sem snertir fatlað fólk á Íslandi og skylda stjórnvöld til að fylgja alþjóðlegum mannréttindasamningi.
This law incorporates the United Nations Convention on the Rights of Persons with Disabilities into Icelandic law and gives it legal force in Iceland. The aim is to ensure that persons with disabilities fully enjoy all human rights and can participate actively in society on an equal basis with others. The convention recognizes that disability results from the interaction between impairments and barriers in the environment and attitudes, and requires that persons with disabilities enjoy all human rights without discrimination. The law affects all services and activities relating to persons with disabilities in Iceland and obligates authorities to comply with the international human rights treaty.
