Lögin stofna eitt sameinað embætti sýslumanns fyrir allt landið í stað eldri kerfi sýslumanna. Sýslumaður fer með framkvæmdarvald ríkisins, innheimtu opinberra gjalda og hefur það að markmiði að tryggja jafnt aðgengi að opinberri þjónustu óháð búsetu. Að minnsta kosti 65% starfa embættisins skulu vera á landsbyggðinni til að styrkja opinbera þjónustu utan höfuðborgarsvæðisins. Lögin kveða á um skipun sýslumanns til fimm ára í senn og heimila innheimtu þjónustugjalda fyrir tiltekna þjónustu.
This law establishes a single unified office of the district commissioner (sýslumaður) for the entire country, replacing the previous system of multiple district commissioners. The district commissioner exercises executive authority and administration for the state, collects public fees, and aims to ensure equal access to public services regardless of residence. At least 65% of the office's positions must be located in rural areas to strengthen public services outside the capital region. The law provides for the appointment of the district commissioner for five-year terms and authorizes the collection of service fees for specific services.
