Lögin setja reglur um hvernig íslensk skip, loftför og mannvirki mega nota og vernda lífríki hafsins á alþjóðavötnum utan lögsögu ríkja. Þau innleiða nýjan alþjóðlegan samning um erfðaauðlindir sjávar og krefjast þess að aðilar sem safna eða nýta slíkt líffræðilegt efni tilkynni það og fari eftir sérstökum reglum um umhverfismat. Lögin taka ekki til venjulegra fiskveiða en ná til vísindarannsókna og annarrar nýtingar á sjávarlífverum á alþjóðasvæðum. Brot á lögunum geta leitt til sekta eða fangelsis allt að tveimur árum.
This law regulates how Icelandic vessels, aircraft and structures may use and protect marine biodiversity in international waters beyond national jurisdiction. It implements a new UN agreement on marine genetic resources and requires parties collecting or using such biological material to report their activities and follow specific environmental impact assessment rules. The law does not cover ordinary fishing activities but applies to scientific research and other uses of marine organisms in international areas. Violations can result in fines or imprisonment of up to two years.
