This law regulates how Icelandic vessels, aircraft and structures may use and protect marine biodiversity in international waters beyond national jurisdiction. It implements a new UN agreement on marine genetic resources and requires parties collecting or using such biological material to report their activities and follow specific environmental impact assessment rules. The law does not cover ordinary fishing activities but applies to scientific research and other uses of marine organisms in international areas. Violations can result in fines or imprisonment of up to two years.
