Lögin gera opinberum háskólum kleift að innheimta gjöld af nemendum með erlent ríkisfang utan Evrópska efnahagssvæðisins (EES). Gjöldin eiga að standa undir kostnaði við að mennta þá nemendur sem ekki fylgir fjárframlag frá ríkinu samkvæmt núverandi fjárframlagsreglum. Breytingin kemur til vegna aukins fjölda erlendra nemenda utan EES við íslenska háskóla, sem hefur vaxið úr 3,89% í 7,44% af öllum nemendum á sjö árum. Lögin öðlast gildi 1. júlí 2026.
This law authorizes public universities to charge tuition fees to international students from countries outside the European Economic Area (EES). The fees are intended to cover the cost of educating those students who do not bring government funding under current funding rules. The change is prompted by the growing number of non-EEA foreign students at Icelandic universities, which has increased from 3.89% to 7.44% of all students over seven years. The law takes effect on July 1, 2026.
