Lögin koma á fót fjórum samkeppnissjóðum til að styðja við vísindarannsóknir og nýsköpun á Íslandi: Rannsóknasjóð, Nýsköpunarsjóð, Áherslusjóð og Innviðasjóð. Sjóðirnir veita styrki til verkefna á grundvelli faglegs mats þar sem umsækjendur keppa sín á milli, og þeir eru fjármagnaðir með fjárveitingum í fjárlögum ár hvert. Lögin gilda einnig um starfsemi Rannís og kveða á um að stjórnir sjóðanna skuli birta áhrifamat á þriggja ára fresti. Þetta á að skapa alþjóðlega samkeppnishæft umhverfi fyrir rannsóknir og nýsköpun með áherslu á gæði, gagnsæi og samfélagsleg áhrif.
The law establishes four competitive funds to support scientific research and innovation in Iceland: the Research Fund, Innovation Fund, Priority Fund, and Infrastructure Fund. The funds award grants to projects based on professional evaluation where applicants compete against each other, and they are financed through annual budget appropriations. The law also governs the operations of Rannís (the Icelandic Centre for Research) and requires fund boards to publish impact assessments every three years.
