Lögin heimila ráðherra að setja á fót sérstaka þriggja manna nefnd til að rannsaka aðbúnað barna sem voru vistuð á einkaheimilum og fósturheimilum á ábyrgð hins opinbera á árunum 1947–2002. Nefndin skal kanna hvernig kerfi vistunar og eftirlits virkaði, hvort börn hafi búið við óviðunandi aðstæður eða meðferð, og hvort annmarkar hafi verið á eftirliti og viðbrögðum stjórnvalda. Nefndinni er veitt víðtækt aðgengi að opinberum gögnum og heimild til að taka skýrslur af fólki sem var í fóstri eða öðrum sem geta veitt upplýsingar. This law authorizes a minister to establish a three-member committee to investigate the conditions of children who were placed in private homes and foster homes under state and municipal authority between 1947 and 2002.
