Þessi þingsályktunartillaga biður fjármála- og efnahagsráðherra um að stofna starfshóp til að skoða hvort taka ætti gjöld fyrir notkun auðlinda landsins, eins og fisk, vatn og málmur. Tillagan var lögð fram vegna þess að Ísland hefur lengi ekki nýtt auðlindir sínar til að afla ríkinu tekna á skipulagðan hátt, nema í sjávarútvegi með veiðigjaldi. Starfshópurinn ætti að kanna hvaða auðlindir gætu borið gjöld, hvernig væru þau lögð á, og hvernig nágrannaríkin höndla þetta málefni. Ef tillagan nær fram að ganga myndu Íslendingar fá betri stefnu um hvernig landið gæti fengið tekjur af auðlindum sínum og hugsanlega stofnað stöðugleikasjóð líkt og Norðmenn hafa gert.
