Þessi þingsályktunartillaga felur í sér að stofna starfshóp sem myndi kanna og skipuleggja flóðavarnir um landið, sérstaklega við stærstu ár og vatnsfell Íslands. Tillagan var lögð fram vegna þess að margar flóðavarnaverkefni bíða aðgerða og vantar heildstæða áætlun um hvernig ætti að forgangsraða þeim. Starfshópurinn myndi rannsaka stöðu núverandi varnagarða, meta hverskonar verkefni þurfa að gera og leggja fram tillögu með kostnaðaráætlun fyrir framtíðina. Ef tillagan myndi samþykkt, myndu stjórnvöld hafa skýrari stefnu um flóðavarnir og myndu vita betur hvernig dreifa ætti fjármunum til að vernda landið og mannvirki fyrir vatnsföllum.
